HONGKONG. 19th. June, 1917.

Referring to my Despatch No. 398 of the

17th. December, 1914, I have the honour to report that it has

been found necessary to prefer further charges against Mr. P.

A. V. Remedios, First Clerk, Post Office, as shown in the

enclosed copy of a letter which was addressed to him on the

21st. May.

I attach copies of the documents noted in the margin, which are material to the case. Mr. Remedios's last lapse, referred to in Mr. Ross's minute of the 17th. May, occurred on the 30th. April, when Mr. Remedios arrived at the office in a state of complete intoxication. Mr. Remedios had been informed in October, 1916, that if his intemperate habits should again interfere with his work serious consequences would ensue; and on the 3rd. May I caused him to be warned in writing

as in the attached minute.

I should have had no hesitation in recom-

-mending Mr. Remedios's dismissal hod it not been for the fact that his service extends over twenty-nine years and he has a wife and family. In these circumstances I endorse the recom- -mendation of the Executive Council and would ask your confirm- -ation of the retirement of Mr. Remedios upon pension reduced
